INTRODUCTION
The Mongomery County Public School system in Maryland has an
excellent policy on teacher evaluation. They begin their document by stating
that their focus is on improving the qality of teaching.
As they say, " The new Teacher Evaluation System sets high
standards for the quality of teaching and then places the emphasis of resources
on professional growth for each and every educator working with students. No
longer a "one size fits all" program, the system treats teachers who meet or
exceed the high standard differerently from those who do not meet the standard
or those who are brand new to the profession. Experienced teachers who are
performing well are in a five-year Professional Growth Cycle in which they
utilize a variety of strategies such as peer observation and collaboration to
enhance their expertise and learn from their colleagues. Teachers new to
teaching and those veteran teachers who are deemed to be performing below the
high MCPS standards receive the support of the Peer Assistance and Review (PAR)
program. They are assigned a "consulting teacher." who works intensively with
them in order to help them re-enter the Professional Growth Cycle. If after
work with the consulting teacher in the PAR program, the PAR governing panel
determines that a teacher has not improved sufficiently to meet MCPS standards,
then a the PAR Panel will recommend that the teacher be removed from their
