Position summary
Supervises the processing of payroll data, coordinates activities of payroll workers, analyzes and improves on procedures and processes to ensure accuracy, efficiency and productivity.

Duties and responsibilities
Supervisory
- Supervises and coordinates the functions of workers engaged in performing data entry, processing projects, and maintaining control records.
- Determines work procedures, prepares work schedules and assigns duties to expedite workflow.
- Evaluates procedures to improve efficiency of processes and work of subordinates.
- Perform periodic audits to check for data accuracy and conformance to policies and procedures.
- Coordinates training of new staff to payroll functions.
- Communicates with payroll team to ensure consistency and accuracy in information given out, received and entered in computer.
- Assists workers in seeking resolution of grievances via proper channels.
- Responsible for hiring, firing, evaluating, and motivating of payroll workers in consultation with the Assistant Director and the Director of Human Resources.
Weekly/Biweekly/Monthly
- Directs compilation and preparation of submitted information such as direct deposit, benefit deductions, contracts and assistantships, rate sheets and recommendation letters and terminations.
- Investigates discrepancies in payroll data and seeks resolution or answers to problems/questions on payroll.
- Runs payroll processes during pay week when Payroll Assistant is unavailable.
- Prepares retirement upload after each payroll, making any necessary adjustment and prepare journal voucher for the transfer of funds to the Adventist Retirement Plan office.
- Directs processing of late time checks and special checks for bonuses, farewell, retirement and service awards.
- Makes relevant adjustments to previous payrolls to correct errors in deductions and/or earnings.
- Directs redistribution of earnings when necessary.
- Monitors unemployment cases in cooperation with the third party administrator.
- Authorizes payroll advances when appropriate.
- Processes payroll tax payments (federal and multi-state)
- Monitors and reconciles employee Health Savings Account.
- Reviews and monitors student FICA exemption process.
- Process salaried/hourly leave
- Establish and update payroll calendars
- Process tuition assistance benefits
Periodic and Special Projects
- Participates in new employee orientation and supervisor training in providing information on key payroll matters.
- Communicates changes in payroll procedures to departments and employees.
- Administers international treaty and taxation process.
- Directs compilation and prepares reports for the government and other agencies.
- Reconciles retirement, TSA contributions, payroll deduction and clearing accounts as well as church and charitable donations.
- Computes fiscal year and year-end changes in parsonages for data entry.
- Reviews and directs data entry of new fiscal year salaries and wage increases.
- Prepares lists of employees and corresponding amounts for processing of Christmas checks.
- Accesses database to perform tax audits and make year-end adjustments to prepare for W-2s/1095s.
- Reviews and monitors workstudy process.
Miscellaneous
- Interprets University policies and government regulations affecting payroll procedures.
- Maintains and updates skills and knowledge via seminars, courses, subscriptions, and meetings.
- Other duties as assigned
Supervisory responsibilities
Supervises 1 staff and 2 student workers.
Qualifications
EDUCATION AND/OR EXPERIENCE: Four year college degree preferably in accounting or business field; two to four years work-related experience and/or training; or equivalent combinations of education and experience.
CHARACTER AND PERSONALITY TRAITS: Supports and upholds the goals of the payroll office and the HR department. Conducts oneself in an honest and professional manner. Ability to focus on job at hand and simultaneously perform multiple tasks. Must be accurate, detailed-oriented , and efficient. Ability to solve problems and handle challenges under stressful situations by exercising good judgment and cordiality. Must have excellent interpersonal skills.
MATHEMATICAL AND ACCOUNTING SKILLS: Ability to understand basic accounting principles and basic algebra. Ability to perform arithmetic computations with percentages.
LANGUAGE SKILLS: Ability to write reports, business correspondence, and procedure manuals. Ability to read, analyze, and general business periodicals, professional journals, technical instructions and governmental regulations. Ability to effectively present information and respond to questions from groups of managers, customers and the general public. Must have excellent verbal and written communication skills.

Technical competencies
COMPUTER SKILLS: Must be computer literate. Must have the ability to speedily learn, understand, and creatively use Banner, word processing, spreadsheets and database programs.
