CAMPUS SAFETY - Clery Officer

Position summary
This position is posted for the filling of a full-time position Clery Officer, which has shared responsibilities as both an on-duty Dispatcher and managing the Office's security report management software - ensuring reports are completed and classified correctly to support compliance with the Clery Act's requirements for a daily incident log and annual report.
The position is considered an essential employee and will be responsible to work a regular shift schedule that can include; working during a section of a 24 hour day, working weekends and holidays, including during Sabbath hours.
Qualifications summary
Associate’s degree from two-year college or university; or two years related experience and/or training; or equivalent combination of education and experience. Any military and/or law enforcement experience is preferred. Candidate must pass a criminal background check and drug screening. Candidate must meet qualifications in several areas, including skills in computer use, language, reasoning, and physical requirements. Candidates capable of being cross-trained as a Patrol Officer are preferred.
Must be a Seventh-day Adventist in good and regular standing.
Duties and responsibilities
Clery Officer Duties:
- Report Review: Routine review of security reports to ensure that they are
- Completed in timely manner
- Written correctly (grammer, spelling, style, etc.)
- Have appropriate data fields filled completed
- Report Management
- Internal Referral - Refer reports or after actions to additional Campus Safety personnel for further action
- External Referral - Refer reports or after actions to other University offices or external entities. This includes University’s offices such as Human Resources, Plant Administration, Risk Management, or Student Life. This also includes emergency services such as law enforcement or the fire service.
- Committee Statistical Reports
- Assist Command in generating statistical reports for committees using security report data.
- Clery Daily Crime and Fire Log
- Ensure that the daily log is updated based on security reports
- Clery Annual Report
- Work with Campus Safety Command Staff to complete and publish the annual Clery Report.
- Generate statistical reports on Campus Safety security reports using Clery Act definitions for locations and report types
- Obtain statistical reports from applicable law enforcement agencies using Clery Act definitions for locations and report types
- Clery Education
- Work with Command to ensure that the appropriate campus personnel are routinely trained on the applicable Clery Act requirements
- Miscellaneous Reporting
- Assist Command in identifying recurring issues/risks through the creation/generation of statistical reports using security report data.
Dispatch Duties
- Coordinates with on campus departments for report investigation.
- Communicates with local emergency services for response assistance.
- Creation of incident reports and dispatches patrol officer to respond as necessary.
- Enforce parking & traffic regulations.
- Issues vehicle permits for regular/temporary parking, fishing, and bicycle registration.
- Maintains communication and documents activity of patrol officers.
- Monitor 911 Onsite Notification Line for outgoing 911 emergency phone calls.
- Monitor Access Control System.
- Monitor both fire and security alarm reporting system.
- Monitors campus surveillance system.
- Performs University switchboard duties daily 5pm-9am (shift dependent)
- Provides customer service activities for registration, citations, appeals, and general information.
- Receive Lost/Found items for campus with proper documentation.
- Receive reports from the anonymous Tip Line.
- Receives afterhours calls for Housing Office (shift dependent)
- Receives afterhours emergency call requests for Plant Services. (shift dependent)
- Regulates nighttime access onto the campus via gatehouse activities (shift dependent).
- Responsible to activate University Emergency Alert System.
- Searches applicable data bases for vehicles, citations, and historical files as necessary including NIDA, Banner and vault.
- Submit End of Shift (EOS) Reports.
- Uses a variety of office machines (copier, fax, scanner, credit card machine, shredder, etc.)
Supervisory responsibilities
While the individual does not have supervisory responsibilities internally within the office, as the on-duty officer, they do represent the University and policies to anyone accessing the campus. They must be capable of:
- Clearly communicating University expectations
- Discernment and making appropriate, situational based decisions following policy and guidance.
- Making emergency decisions for the campus when chain of command is not present (such as initiating directions to lockdown, or shelter in place for a tornado, etc.)
As the Clery Officer, provide Campus Safety employees with directions and spot corrections for the proper completion of security reports.
Qualifications
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
- Education/Certification
- Post-secondary education or two years job-related work experience in law enforcement and/or military preferred.
- Must have or be capable of obtaining certification in CPR, First Aid and AED.
- Must be capable of completing, or have completed, a formal law enforcement training academy (BCSD Reserve Officer Training Academy)
- Must be capable of completing, or have completed, a formal Dispatch certification (such as APCO Telecommunicator)
- Must have or obtain a valid Michigan driver’s license.
- Ability to rely on experience, training and judgment to execute policies and procedures.
- Must have or be able to obtain FEMA National Incident Management Courses and Series:
- IS 100 – Introduction to Incident Command Systems
- IS 200 – ICS for Single Resources and Initial Action
- IS 700 – National Incident Management Systems (NIMS), An Introduction
- IS 800 – National Response Framework, An Introduction
- Language Skills:
- Ability to explain policies in difficult situations
- Write and edit reports or technical documents
- Coordinate the work of others, or other activities requiring significant communication skills.
- Handling of confidential information.
- Ability to communicate with individuals coming from various linguistic backgrounds.
- Mathematical Skills:
- Ability to add/subtract and multiply/divide.

Technical competencies
Must be proficient in using computers and associated software and satisfactorily complete an office skills test. Must be proficient in software applications such as Microsoft Excel, Word, Outlook, and PowerPoint. Intermediate to advanced knowledge of Excel/Google Sheets is preferred, including the use of statistical-based formulas/functions.
Must be proficient in reading and generating statistical reports.
Interpersonal interactions
This position is a customer service position as a main point of contact for the Office of Campus Safety with the public. The employee is expected to meet the objectives of Campus Safety while promoting a Christian, friendly environment, both to our diverse campus as well as within the office. Specific skills can include, but are not limited to:

- Advance communication and customer service skills with the faculty, staff, students, community visitors and emergency response agencies over the telephone and in person to resolve conflicts or respond to emergency incidents.

Physical demands

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Employee may also be required to work in/be exposed to, all weather conditions associated with the State of Michigan.

While it is impossible to predict all situations that someone might encounter while performing their duties, it is understood, that employees are expected to primarily operate in a customer service/office type setting. Employees are also regularly assigned to work out of the University Gatehouse, where they will be working at service window interacting with vehicles entering and exiting the campus. Due to the nature of security work, during these common activities an employee might be confronted with potentially dangerous situations associated with security type work.
