CAMPUS SAFETY - Patrol Lieutenant

Position summary
The primary responsibilities of this position are to: supervise the patrol operations of the Office of Campus Safety, perform investigative duties, train personnel, and manage shift schedules, including working shifts as necessary. Assists in the evaluation, selection, and interview of applicants. Lastly this position will require full and complete knowledge of all operational policies and procedures which will enable them to act within our operational chain of command.
Qualifications summary
Bachelor’s degree (B.A.) from four–year college or university; or four years related experience and/or training; or equivalent combination of education and experience. Military and/or police experience is highly desired.
A minimum of five years experience in a leadership/management role
Able to respond to varying incident types under stress and make leadership decisions affecting subordinates and the campus population.
Must be a Seventh-day Adventist in good and regular standing.
Duties and responsibilities
Patrol Administrative
- Capable of acting in the primary leadership position in absence of the Asst. VP or other Lieutenants.
- Capable of functioning at a basic operational level in the positions of a Dispatch Communications Officer or Patrol Officer.
- Conducts Ground Avoidance Ground Escape certification training for all employees.
- Conducts Olerin Capsicum Aerosol certification training for all employees.
- Conducts Pressure Point Control Tactics certification training for all employees.
- Ensures that accurate and complete records are kept of shift activities.
- Ensures that all subordinates are present and accounted for by regular maintenance of work schedules in coordination with Compliance and Dispatch Lieutenants.
- Manages Patrol Division duties; emergency response, physical security, responding to calls for assistance, etc.
- Manages Patrol Division training program including annual recertification requirements.
- Responsible and capable to cover operational shifts in either Dispatch or Patrol as needed including after hours and at short notice.
- Supervises Patrol Sergeant’s quartermaster and vehicle maintenance duties.
- Maintains a professional skill level through continuing education courses pertaining to patrol operations and emergency preparedness.
Emergency Management
- Coordinates Patrol operations with Compliance Lt for required emergency preparedness drills on an annual basis and maintains required records of same.
- Capable of acting as an Incident Commander, or as Incident Command staff (Safety Officer, Liaison Officer) during emergencies.
- Assists with ongoing safety and security hazard analysis of the campus infrastructure against outside vulnerabilities.
- Assists local fire and law enforcement personnel as required during emergencies.
Command Duties
- Functions as a member of Command Staff, responsible to provide input/recommendations for improvements of the office and all divisions.
- Responsible to provide input/recommendations to determine operational needs and allocation of resources, including office budget and staffing needs.
Supervisory responsibilities
Patrol Supervisor
- Directly supervises one Sergeant and four Patrol Officers.
- Supervises the training, evaluations, and management of Patrol Officers and ensures that all assigned personnel are performing assigned duties. Takes corrective action as necessary.
- Provides assigned personnel with feedback on their performance.
- Provides quality leadership through example.
- Responsible to provide supervision and guidance for subordinates to complete their duties. When not in the office, includes being available for phone calls or other communication requests.
Command Staff
- Responsible to provide spot correction for any employee
- Responsible to provide input/recommendations for officer development, promotions, and discipline where appropriate.
Campus Wide
- The position has the authority to take action or make recommendations that will affect procedures, processes, and practices involving customers or employees within the same department as well as campus wide in regards to the safety of the campus. This includes building evacuations, stop work orders, and/or other actions that affect the operational safety practices of the University.

- Advance communication and customer service skills with the faculty, staff, students, community visitors and emergency response agencies over the telephone and in person to resolve conflicts or respond to emergency incidents.
- Advanced proficiency in speaking and writing skills.
- Available for on-call response to emergencies involving fire, occupational safety, environmental safety, or emergency management.
- Exceptional skill in time management.
- Experience within a law enforcement or military preferred.
- Must be able to perform with limited direct supervision.
- Must be able to work shift assignments.
- Must be at least 21 years of age.
- Must function well while under stress.
- Must have excellent human relation skills, dealing with a wide variety of people.
- Must have or obtain a valid Michigan driver’s license.
- Must pass a criminal background check.
- Must pass a drug screening test.
- Certifications – Must have or be able to obtain and maintain
- CPR, First Aid and AED.
- A formal law enforcement training academy (Reserve Officer Training Academy accepted)
- APCO Public Safety Telecommunicator certification.
- Ground Avoidance Ground Escape Instructor certification
- Olerin Capsicum Aerosol Instructor certification.
- Pressure Point Control Tactics Instructor Certification
- FEMA Incident Management Courses
- FEMA EMI Professional Development Series
- Any permits related to/required for the operation of specialized vehicles - aerial lifts, forklifts etc.

Technical competencies
Individual is expected to be proficient in Microsoft Office, including Outlook, Word, and Excel. They will routinely use web-based software, write and edit reports or technical documents.
Must have excellent communication skills for use over electronic equipment, such as radios or University phone systems

Interpersonal interactions
An employee's interactions represent the office, the University, and the Seventh-day Adventist faith. Their interactions must be befitting of both their responsibility and that which they represent.
Maintaining the safety of campus is a community responsibility. As the Patrol Lt., the individual must have excellent interpersonal skills to develop community relationships and modeling those skills and relationships to their subordinates.
In a position of authority and ability to sanction, the individual must have the interpersonal skills necessary to gauge the conversation, communicate effectively, and use discernment to make the best decision for the individual situation while also following policy/precedent. During these interactions they must also be capable of:

- Where feasible, initially working towards resolution through understanding and reserving University authority as a secondary tool.
The position also requires the ability to explain University policies in difficult situations; Coordinate and assess the work of others, providing direction, including corrective action, or other activities requiring significant communication skills.
Physical demands
While performing the essential duties of this job, the employee is regularly required to use hands to handle or feel objects, tools, or controls. The employee is regularly required to use other senses to talk, hear, taste, and/or smell. The employee frequently is required to stand, walk, and reach with hands and arms. The employee is regularly required to sit, stand, jump, climb, balance, stoop, kneel, crouch and crawl. The employee must occasionally lift and/or move more than 100 pounds, frequently lift and/or move up to 50 pounds, and regularly lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Employee will also be required to work in/be exposed to all weather conditions associated with the State of Michigan.

While it is impossible to predict all situations that someone might encounter while performing their duties, it is understood that employees are expected to conduct security patrols at all hours of the day and night, during many different types of weather conditions. During these common activities an employee might be confronted with potentially dangerous situations associated with security type work.
In the completion of these activities an employee may have access to and use University vehicles including pick-up trucks, SUVs, vans, aerial lifts, bucket trucks, golf carts, and ATV/UTVs.
While completing these duties, the employee will be walking through campus grounds including sidewalks, parking lots, roadways, grass areas, and wooded trails. The employee will also be accessing buildings, from common spaces to classrooms, labs, mechanical/electrical rooms, residential spaces, roof-tops, or any other area belonging to the University.
