Position summary
The primary responsibilities of this position are to oversee the day-to-day operations of the Office of Campus Safety. This includes employee management through supervision of the division Lieutenants, general oversight of shift schedule, and employment decisions. This could include covering needed shifts. As the direct supervisor of the three divisions must also be capable of assisting subordinates with completion of their assigned duties in Patrol, Dispatch, and Compliance. This also includes overseeing case management, including conducting investigations and identifying risks and solutions for mitigation.The Director reports directly to the Assistant VP for Campus Safety with some shared responsibilities.
Qualifications summary
The employee should have the necessary skills and experience to lead a diverse team that operates 24/7 and functions in high-stress environments, including emergency situations.
They should have a minimum of five years experience in a leadership/management role with experience in managing budgets and developing partnerships with different agencies and communities. They should be able to respond to varying incident types under stress, making leadership decisions affecting subordinates and the campus population.
Must be a Seventh-day Adventist in good and regular standing.
Duties and responsibilities
Responsible for modeling the operational stance and objectives of the office, to help maintain a safe campus while providing care and support. This can include showing quality leadership through example, demonstrating a balance between education and enforcement, and providing directives/protocols in-line with the University’s employee values of compassion, humility, innovation, integrity, justice, trust, and wellbeing. Specific duties include:
Direct Responsibilities:
- Oversee maintenance/development of Officer Training Manual and other operational documents (policies, quick reference guides, tutorials, etc.)
- Oversee the daily operations of the office, including emergency response, enforcement, and investigations.
- Ensure that shift schedule is complete and assist with shift coverage needs.
- Work with Clery Officer to comply with Clery Act requirements, including the daily log and annual report.
- Work with Student Life, Human Resources, and other University supervisors in matters related to misconduct, including response and prevention.
- Act as Incident Commander or a member of the Emergency Operations Center during campus emergencies
- Serve on operational committees such as; Graduation Committee, K-12 and University Safety Committees
- Liaison with local emergency services, including developing and maintaining resources for incident pre-plans.
- Provide on-site command for major campus events such as Graduation or Alumni Homecoming
- Through the chain of command, or on varying availability, provide after-hours response, either through electronic communication or in-person. Response could be for major emergencies, criminal incidents, or supplementing on-duty officers on unique cases. May also include assisting other campus entities for major events or utility failures.
Shared Responsibilities with Asst. VP:
- Manage departmental budget, including budget requests and expenditures
- Maintain/develop multi-year improvement plans for the office’s internal operations
- Analyze campus risks and incident rates to develop mitigation plans for both campus population and facilities
- Work with Asst VP and Compliance Lt in providing public education events for the campus, including new student/employee orientations.
- Work with Asst VP, Compliance Lt, and University Administration to maintain/develop the University’s Emergency Operation Plan
- Work with Student Life to manage investigative portions of Title IX reports, including gathering of electronic evidence, records, and interviews.
Supervisory responsibilities
Oversee the training, evaluations, and management of employees in the completion of their duties. Takes corrective action as necessary in coordination with Command Staff. Directly supervises the division Lieutenants (Compliance, Dispatch, and Patrol).
Performs annual performance reviews of Lieutenants and ensures Lieutenants complete Officer reviews. Works with Lieutenants to identify officer development goals and implement steps necessary to achieve said goals.
When not in the office, includes being available for phone calls or other communication requests as the secondary level of contact (after the Lieutenants).
The position has the authority to take action or make recommendations that will affect procedures, processes, and practices involving customers or employees within the same office as well as campus wide in regards to the safety of the campus. This includes building lockdowns/evacuations, stop work orders, and/or other actions that affect the operational safety practices of the University.
Qualifications

They should be able to respond to varying incident types under stress, making leadership decisions affecting subordinates and the campus population.
They should have a Bachelor’s degree; or four years related experience and/or training; or equivalent combination of education and experience.
Other qualifications include:
- Ability to rely on experience, training and judgment to execute policies and procedures.
- Ability to work cohesively in a team oriented environment.
- Advance communication and customer service skills with the faculty, staff, students, community visitors and emergency response agencies over the telephone and in person to resolve conflicts or respond to emergency incidents.
- Advanced proficiency in speaking and writing skills.
- Available for on-call response to emergencies involving fire, occupational safety, environmental safety, or emergency management.
- Exceptional skill in time management.
- Experience within a law enforcement or military preferred.
- Must be able to perform with limited direct supervision.
- Must be able to work shift assignments.
- Must function well while under stress.
- Must have excellent human relation skills, dealing with a wide variety of people.
- Must have or obtain a valid Michigan driver’s license.
- Must pass a criminal background check.
- Must pass a drug screening test.
Training/Certifications – Must have or be able to obtain and maintain:
- Security
- CPR, First Aid and AED.
- A formal law enforcement training academy (Reserve Officer Training Academy accepted)
- APCO Public Safety Telecommunicator certification.
- Ground Avoidance Ground Escape certification
- Olerin Capsicum Aerosol certification.
- Pressure Point Control Tactics certification
- Trainings/Certifications related to Clery Act compliance

Technical competencies
Expected to be proficient in Microsoft Office, including Outlook, Word, and Excel. They will routinely use web-based software, write and edit reports or technical documents.
Must be able to build and interpret statistical reports, read floor plans & infrastructure maps and provide recommendations on them. Proficiency in Adobe and ArcGIS programs is preferred.
Must be able to use investigative electronic tools/data sets to either investigate or direct the investigation of campus cases.
Must have excellent communication skills for use over electronic equipment, such as radios or University phone systems

Interpersonal interactions
An employee's interactions represent the office, the University, and the Seventh-day Adventist faith. Their interactions must be befitting of both their responsibility and that which they represent.
Maintaining the safety of campus is a community responsibility. As the Director, the employee must have excellent interpersonal skills to both develop community relationships and model those skills and relationships to their subordinates.
In a position of authority and ability to sanction, the employee must have the interpersonal skills necessary to gauge the conversation, communicate effectively, and use discernment to make the best decision for the situation while also following policy/precedent. During these interactions they must also be capable of:

Physical demands
While performing the essential duties of this job, the employee is regularly required to use hands to handle or feel objects, tools, or controls. The employee is regularly required to use other senses to talk, hear, taste, and/or smell. The employee frequently is required to stand, walk, and reach with hands and arms. The employee is regularly required to sit, stand, jump, climb, balance, stoop, kneel, crouch and crawl. The employee must occasionally lift and/or move more than 100 pounds, frequently lift and/or move up to 50 pounds, and regularly lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Employee will also be required to work in/be exposed to all weather conditions associated with the State of Michigan.

In the completion of these activities an employee may have access to and use University vehicles including pick-up trucks, SUVs, vans, aerial lifts, bucket trucks, golf carts, and ATV/UTVs.
While completing these duties, the employee will be walking through campus grounds including sidewalks, parking lots, roadways, grass areas, and wooded trails. The employee will also be accessing buildings, from common spaces to classrooms, labs, mechanical/electrical rooms, residential spaces, roof-tops, or any other area belonging to the University.
