Position summary
The primary responsibilities of this position are to ensure the University is in compliance with applicable regulations and all applicable local, state, federal laws, regulations or standards concerning fire safety, life safety, occupational safety, and environmental health and safety. Secondary responsibilities include planning for and assisting with the mitigation of any emergency situations involving Andrews University.
The position is considered an essential employee and will be responsible to work a regular shift schedule that can include; working during a section of a 24 hour day, working weekends and holidays, including during Sabbath hours.
Qualifications summary
A bachelor’s degree (B.A.) from a four–year college or university; or four years related experience and/or training; or equivalent combination of education and experience. Any military and/or law enforcement experience is preferred.

Duties and responsibilities
Compliance Administrative
- Capable of functioning at a basic operational level in the position of a Dispatch Communications Officer or Patrol Officer.
- Chairs the Accident Review Sub-Committee of the Risk Management/Campus Safety Committee.
- Manages Compliance Division duties; emergency response, response compliance inspections, compliance programs, etc.
- Manages Compliance Division training program including annual re-certification requirements.
- Member of the Risk Management/Campus Safety Committee.
- Participates as a team member on the University’s on-call EPA spill response team.
- Responsible and capable to cover operational shifts in either Dispatch or Patrol as needed including after hours and at short notice.
- Fire Safety
- Assists with the required service/inspection records of fire safety systems to maintain compliance.
- Assists with conducting activities associated with educational programs in regards to fire safety.
Environmental Health & Safety (EHS)
- Assists with required service/inspection records of EHS to maintain compliance.
- Assists with conducting activities associated with education programs in regards to EHS.
- Assist with the reoccurring inspections of all campus facilities to ensure compliance with EPA, and any other applicable local, state, and federal laws.
- Occupational Safety
- Conducts reoccurring inspections of all campus facilities to ensure compliance with OSHA and MIOSHA and any other applicable local, state, and federal laws.
- Ensures compliance with insurance carrier requirements.
- Responsible for the development and maintenance of occupational safety policies/procedures.
- Will identify and assist with the development of a job hazard assessment for all University positions as required by MIOSHA/OSHA.
- Responsible to provide training and/or training assistance for supervisors’ employee operational training as required by MIOSHA/OSHA.
- Responsible to trains/assist supervisors’ with maintaining inspection and training records as required by MIOSHA/OSHA.
- Responsible to conduct injury/accident investigations for a root cause determination as required by MIOSHA/OSHA.
- Responsible to ensure the mitigation of all identified occupational hazards.
- Responsible for the development and maintenance of a campus wide risk/hazard assessment for the campus.
- Responsible for ongoing review of occupational safety program effectiveness through statistical and trend analysis.
- Required to respond to accident scenes for injury/accident investigations when off duty.
- Coordinates with the Office of Human Resources on OSHA/MIOSHA accident reporting as needed.
- Emergency Management
- Assists the Patrol Lieutenant with planning and conducting required emergency preparedness drills annually and assists with maintenance of required records.
- Assists with the recurring maintenance of the University’s Emergency Operation Plan (EOP).
- Assists with planning and conducting emergency exercises and drills as required by the EOP, and making recommendations for improvement.
- Assists with ongoing safety and security hazard analysis of the campus infrastructure against outside vulnerabilities.
- Capable of fulfilling roles within the Incident Command structure.
- Assists with the creation and maintenance of first responder books for all campus buildings.
- Assists local fire and law enforcement personnel as required during emergencies.
- Maintains a professional skill level through required annual continuing education credits as necessary for certifications in emergency preparedness, fire safety, life safety, occupational safety, and environmental health and safety.
Supervisory responsibilities
- Capable of acting in a leadership position in absence of supervisors.
- Directly supervises two Compliance Officers.
- Ensures that all subordinates are present and accounted for by regular maintenance of work schedules in coordination with Patrol Lieutenant.
- In coordination with Patrol Lieutenant, supervises the training, evaluations, and management of AUOCS Compliance Officers and ensures that all assigned personnel are performing assigned duties. Takes corrective action as necessary.
- Provides assigned personnel with feedback on their performance.
- Provides quality leadership through example.
- Responsible to provide supervision and guidance for subordinates to complete AUOCS operations at all times (day and night).

- A working knowledge of communications equipment.
- Ability to rely on experience, training and judgment to execute policies and procedures.
- Ability to work cohesively in a team oriented environment.
- Advance communication and customer service skills with the faculty, staff, students, community visitors and emergency response agencies over the telephone and in person to resolve conflicts or respond to emergency incidents.
- Advanced proficiency in English speaking and writing skills.
- Available for on call response to emergencies involving fire, occupational safety, environmental safety, or emergency management.
- Computer proficient in Microsoft Office Professional and Excel.
- Exceptional skill in time management.
- Must be able to perform with limited direct supervision.
- Must have or obtain a valid Michigan driver’s license.
- Must have or obtain FEMA NIMS Certifications in:
- IS 100 – Introduction to Incident Command Systems
- IS 200 – ICS for Single Resources and Initial Action
- IS 700 – National Incident Management Systems (NIMS), An Introduction
- IS 800 – National Response Framework, An Introduction
- Must have or obtain MIOSHA Level I certification. (Level II preferred).
- Must have or obtain NFPA Fire Inspector 1 Certification.
- Must pass a criminal background check.
- Must pass a drug screening.
- Maintain certifications in CPR, First Aid and AED.
- Must obtain/maintain certification in Ground Avoidance Ground Escape.
- Must obtain/maintain certification in Pressure Point Control Tactics.
- Must obtain/maintain certification in the deployment and use of Olerin Capsicum Aerosol.
- ORACLE/Banner database experience preferred.
Must be a Seventh-day Adventist in good and regular standing.
Technical competencies
Competent in Microsoft Office. Must be able to maintain databases and prepare executive reports, including analysis of statistical information. Must be able to conduct research/review of applicable laws and policies and appropriately apply the findings at Andrews University.
Interpersonal interactions
This position will be expected to be the subject matter expert for the University on regulatory compliance and to provide guidance of that subject matter to all levels of the University population. This position also requires direct supervision of employees. As such, this employee must be capable of leadership and cooperation to foster a working relationship that allows the Office of Campus Safety and the campus population to work together as a team to improve and maintain regulatory compliance.
Physical demands
While performing the essential duties of this job, the employee is regularly required to use hands to handle or feel objects, tools, or controls. The employee is regularly required to use other senses to talk, hear, taste, and/or smell. The employee frequently is required to stand, walk, and reach with hands and arms. The employee is regularly required to sit, stand, jump, climb, balance, stoop, kneel, crouch and crawl. The employee must frequently lift and/or move up to 50 pounds, and regularly lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
