CEA 708 Digital Captioning Standard | The National Center on Accessible Media | Subtitling may be better because there's no good way to carry cc from dvds to tvs. Hdmi cables will not transmit cc data but will display cc if decoded in the player. Digital promised to make things easier but not this time grrrr. That's why I suggested subtitling even those its a step backwards. There are many tracks on a dvd. We can do more than what we used to. I think any decent editing software probably includes character generator for subtitles. Best would be stenocaptioning.

DHHS-Substance Abuse and Mental Health Statistics The Department of Health and Human services has several centers focusing on behavioral and mental health (CMHS), substance abuse treatment (CSAT), prevention (CSAP), and Behavioral Health Statistics and Quality (CBHSQ). There are several "faces" to this website. From here buttons direct you to 8 different subsites on Prevention and Mental Illness, Military Families, Health IT, Data and Outcomes, Trauma & Justice, Health Reform, Public Awareness, and Recovery support. This is the "go to" site for treatment locators, statistics and data, decision maker support including information on SBIRT screening and implementation guides. The National Survey on Drug Use & Health (NSDUH) - is regularly updated with correlated statistical information of "prevalence, patterns, and consequences of alcohol, tobacco, and illegal drug use and abuse in the general U.S. civilian non institutionalized population, age 12 and older." I could not find breakdown statistics for the Deaf in the report, but maybe the May 2006 WICHE Mental Health Program background paper can correlate with this. Some of the major Treatment manuals can be accessed online in PDF format here including the TIP, TAP and CYT series.

Web of Addictions This is a collection of web resources on substance abuse, statistics, collaboration, prevention, support groups, Internet and computer addictions, AIDS/HIV, Mental Health and professional organizations. Note that the home page of Well.com has other resources on their home page, such as an acronym glossary, fact sheets on many substances and drug therapies, group list, conferences, and help. I can go here for general therapies, treatment information and it is also good to refer clients here for further information.

NIDA-National Institute on Drug Abuse The NIH substance abuse information center. I was able to locate several resources useful in Deaf treatment. See my BPD heading for a link to specific Deaf info on this site. Their Science of Addiction paper is excellent on explaining physical addiction. Also use their Principles of Drug Addiction and Treatment which is required reading for learning about substance abuse, what to expect in the process of treatment and the varied roles of the community.

National Council on Alcoholism and Drig Dependence, Inc.Great website for learning about Alcohol and Drug abuse organized in the Community Model, with sections for Parents, Youth, People in recovery and Friends and Family. The information is easy to access and runs from screening and FAQs, self assessment, statistics, physical addiction, signs and symptoms, suggestions for breaking codependency cycles as concerned individuals, educational information and referral to other online resources to start then recovery process. I would recommend this as a general information site to anyone involved in addiction.

Addiction Info.org is part of the DeepHealth Network, founded by Dr. Mark Kern in Los Angeles. It seems to be a full-service addiction resource that is not on a .gov domain. It includes online referrals, resources and news.

CDC and the National Health and Nutrition Examination Survey May contain helpful statistics on prevalence of Deafness and I need to followup with further research. From WWH News: Johns Hopkins / - Nearly a fifth of all Americans 12 years or older have hearing loss so severe that it may make communication difficult, according to a new study led by Johns Hopkins researchers and published in the Nov. 14 Archives of Internal Medicine. The findings, thought to be the first nationally representative estimate of hearing loss, suggest that many more people than previously thought are affected by this condition. Study leader Frank Lin, M.D., Ph.D., an assistant professor with dual appointments in both the Department of Otolaryngology-Head & Neck Surgery at the Johns Hopkins School of Medicine and in the Department of Epidemiology at the Johns Hopkins Bloomberg School of Public Health, explains that several previous estimates of hearing loss focused on various cities or populations, such as children or elderly patients. However, no estimate successfully encompassed the entire U.S. "I couldn't find a simple number of how common hearing loss is in the U.S.," Lin says, "so we decided to develop our own." Lin and his colleagues used data from the National Health and Nutritional Examination Surveys (NHANES), a research program that has periodically gathered health data from thousands of Americans since 1971. The researchers analyzed data from all participants age 12 and over whose hearing was tested during NHANES examinations from 2001 to 2008. Unlike previous estimates, NHANES includes men and women of all races and ages, from cities scattered across the country, so it's thought to statistically mimic the population of the U.S. Using the World Health Organization's definition for hearing loss (not being able to hear sounds of 25 decibels or less in the speech frequencies), the researchers found that overall, about 30 million Americans, or 12.7 percent of the population, had hearing loss in both ears. That number jumps to about 48 million, or 20.3 percent, for people who have hearing loss in at least one ear. These numbers far surpass previous estimates of 21 to 29 million. Hearing loss prevalence nearly doubled with every age decade, with women and blacks being significantly less likely to have hearing loss at any age. Lin and his colleagues aren't sure why these groups appear to be protected. However, he notes that the female hormone estrogen, as well as the melanin pigment in darker skin, could have a protective effect on the inner ear-topics they plan to research in future studies. In the meantime, Lin says, the new numbers greatly inform the work he and other researchers are doing on hearing loss and its consequences, which, according to previous studies, include cognitive decline, dementia, and poor physical functioning. "This gives us the real scope of the problem for the first time and shows us how big of a problem hearing loss really is," Lin says.

Diagnostic and Treatment Manual Reference I need this to refer to since I don't have a DSM-IV. Remmeber that I do have the copy of the Alcohol Disorders sections in my class materials.

Al-anon/Alateen Al-Anon is for families and others affected by alcohol, as is Families Anonymous. There is a Chicago convention for Families Anonymous, and a podcast of the meetings is available

Women For Sobriety Self help for issues of Women recovering from Alcoholism and other addictions. Self-esteem, guilt and depression and other issues are addressed. Has a 13 statement program of acceptance. Leaders are certified.

Youth and Parents

Caring 4 Youth Help for parents caring for troubled teens. Online descriptions of services are available. Offers professional referal service because it is hard for parents to sort through many services. Helps with transportation to services, choosing appropriate educational services, residential, outpatient services, and a full array of services for all teen issues such as eating disorders, discipline, etc. This is a primary resource for frustrated parents with a hotline and they can start with screening and assessment and move on through recommending a full array of services. Their online directory includes Hearing Impaired and Deaf categories. Resources Programs are listed by type of problem or searchable. Use this to locate services.

Substance Abuse Treatment Resources for the Deaf and Hard-of-Hearing (with others secondary)

International Deaf Substance Abuse Message Board is an International message center. It might help locating International resources.

Center for AIDS Prevention Studies gives specific information to prevent the spread of HIV/AIDS in the Deaf population. The website is under the Center for AIDS Prevention Studies (CAPS) at the University of California San Francisco. This can be used for harm reduction in substance abuse.

Borderline Personality Disorder: Tami Green's Borderline Personality SupportTami Green was diagnosed with BPD and there are online viewable seminars videos and other materials available for free. NIDA had news of a Dialectical Behavior Therapy video has been developed in ASL, and would be useful for treating abusers with BPD. Marsha Linehan, Ph.D., has more resources on this website and is major influence in this subject. Also search YouTube for many more videos on this disorder. DBT Self Help is an website for learning DBT. This Psych Files Chirp is on BPD.

International Journal on Mental Health and Deafness

Note that each of the sites below contain treatment programs and research. Some are quite prominent, and the major ones have more writeup below. Others can be used when directing individuals to services. One paper listed about 26 treatment facilities for the Deaf in the entire US. A few years later many of them had closed. Lets hope those that remain are good and can provide needed services. Many of these were listed in the Illinois Chestnut Health directory of Deaf-HH resources that is a little dated, but very helpful.

Illinois

Chestnut Health Systems is an important research facility. I believe they participated in project MATCH Their Intake, Therapy, Interview Logs, Treatment manuals etc can be accessed from here. I believe they have adaptations to accomodate screening for the Deaf, although I have misplaced the exact reference. The CYT manuals are also available at the link above from SAMHSA and were part of our SOWK class and (focus heavily on Adolescent Community Reinforcement Approach). Note that the basic therapies listed are adaptable to any addiction even though they may be described within a particular context because of funding. I will review more research and look at their adaptations for the Deaf. GREAT slide presentation ""Substance Abuse Treatment in the Deaf Adolescent Population: The Challenge to Build a Better Future" by Titus, Guthman, Schiller and Poore. Gives the big picture of substance use among the Deaf Adolescents.

Anixter Center Offers comprehensive services for disabilities including the statewide Deaf population. Assessment, inpatient, outpatient, referral etc. When I needed access to behavioral health assessment for a person, the editor of Deaf Digest recommended this facility. Unfortunately, their website may stigmatize their service to a client.

Northern Illinois Univervisity-School of Allied Health and Communicative disorders.Dr. Greg Long has evaluated deaf individuals, knows ASL and behavioral disorders and can be trusted to provide a reliable evaluation for VR or for treatment. They also evaluate speech Pathology and Audiology. I intend to use this resource for helping deaf without a reliable evaluation where closer resources are inadequate. This resource was recommended by a local VR counselor.

Aspire Indiana (Merged with BehaviorCorp) The old BehaviorCorp merged with Aspire Indiana to provide statewide service to Indiana Deaf residents. When a deaf friend in South Bend could not get treated because they were outside of the Indianapolis area I had to call the Deaf Services number at 317-475-7270, Elaine Wilkins, and she cleared the way for getting service. They have a variety of services available from outpatient, to inpatient and group homes, assisted living, counseling and other therapies with several centers encompassing the Indianapolis area. Indiana School for the Deaf is nearby, and deaf group home residents go there for sports events to create more of a community spirit.

Maryland & DC

Gallaudet University's Mental Health center is located at the primary educational university of the Deaf and have addiction services. I'm sure the library and Laurent Clerc. National Deaf Education Center and Gallaudet Research Institute facilities at this instution have further information that I have not yet used. This is a major social work training institution for the Deaf and Deaf individuals are best referred her for training.

Among the many publications are The National Information Clearing House Catalog: Addressing the Chemical Health Needs of Deaf and Hard of Hearing Individuals, 2006 Edition, Substance Abuse and the Deaf/HH Community by Tracy Bell Koster, MSW, MS and Debra Guthmann, Ed.D, Substance Abuse Among Deaf/HOH and a publication search will find many more by this author and collaborators. I want to use this resource to find treatment methods and facilities and in further research.

Substance and Alcohol Intervention Services for the Deaf (SAISD) is within Rochester Institute of Technology National Technical Institute and continues to provide services and research. I ran into the directory in the Self-help Groups section above on their website. So they are very active, have extensive Deaf resources and a library, and are probably second only to Gallaudet University as a resource. This is a Deaf information resource, and is also a model of an educational website on abuse of Tobacco, Alcohol, Drug, Gambling and prescription drugs.

F.E.G.S. Health and Human Services has over 122 hits when searching for "deaf" on their website. It is a good referral target.

Deaf Adult Services is the Western New York Adult service. A good referral target.

Alcohol Problems and Solutions is a simple but informative website that is not overwhelming. It is on the SUNY Personal WebPages which means it may go away at any time. Good for someone who wants something fun and informative.

The Substance Abuse Resources & Disability Issues (SARDI) Program - Wright State Univ. Note the Deaf Off Drugs and Alcohol (DODA) program, Prevention for Alternative Learning Styles (PALS), consumer advocacy, HIV/AIDS, minorities, rehab, Sisterline for Afican-American HIV/substance abuse, tobacco education and prevention (TEPP) and other programs for the Deaf. This is a major resource for services. See their online statistics on the "Research" link under each program. Use this for further research, referrals and possibly training. I need to do a publications search for their material.

Virginia Tech Alcohol Abuse Prevention Center This website contains good tips for Faculty and Parents in relating to students on Alcohol. Referrals and resources are available. Note the resources on the right panel that include excellent physical substance abuse information that is easy to comprehend. It could be a non-overwhelming resource to help someone learn about addiction, and a model for campus education on addictions.

Macromedia Designer & Developer Center—Here's a good source of tutorials and articles, although they tend to limit content to their current versions of software.
Moock.org (Colin Moock’s Web site)—This site has awesome tutorials that cover ActionScript and other Flash-related topics from version 4 and up.
Dynamic Drive—"No fluff. Just a lot of great DHTML scripts." This site was recommended by Builder.com member justahack. It contains a useful resource of user-submitted DHTML scripts, which you can copy and use on your own site. Great resource!
A1 JavascriptsContains lots of JavaScript scripts and few DHTML ones, which you can download or have e-mailed to you. The site was a little slow when I visited, but the tutorials, links, tools, and free scripts made it worth the wait.
