Folder (or sub-folder) settings override individual video settings.
In order for you to share the video with download capability, you need to

1. Add that person to the share setting for the FOLDER that video is in. Open the folder and click on the Share icon. If there is no box at the top of the share page to add emails, click on the red word "Change" and then choose "Stop Inheriting".
2. Now you should be able to add the person's email and then choose "Creator". If they are only "Viewer" they cannot download. Also here choose the appropriate "Who can access this folder". Again, if you want to change the inherited permissions, click on the red word "Change" and choose the settings for that folder and the videos in it.
3. Once the person is listed as a Creator in the folder, their name will appear in the Share settings of the video.
4. To download the video click on the video Settings and choose "Outputs" in the left menu.
5. Choose "Download Podcast". If they want to change the way the windows appear in the video they need to change the "Type" setting first.
